Rachel Leven serves as a thought-leader for IPI, studying the implementation of Final-Five Voting and producing new research and scholarship on FFV and other aspects of Politics Industry Theory. Previous to joining IPI, Leven was a Deputy Director of Policy at the City of Chicago. Among other things, Leven led Mayor Lightfoot’s policy portfolio on ethics and democracy including serving as managing coordinator for the successful administration of the 2020 general election and crafting historic reforms to conflict of interest and lobbying laws. Before joining the Lightfoot administration, Leven served as Policy Manager for the BGA, Illinois’s only nonpartisan investigative newsroom and civic advocate, and as Head of Communications for Chicago’s Inspector General. Leven has a master’s from Duke University’s Sanford School of Public Policy, a B.A. from Tufts University, and was a 2010-11 Fulbright Scholar to India.
